People have given Scott Huber many labels. That homeless guy. Bum. Horticulturalist. Panhandler. Political writer. Eyesore. Hes the 58-year-old man with the long white beard who has kept vigil outside the Chicago Avenue parking deck in downtown Naperville for eight years. In the past two weeks, police have ticketed him, fined him $50 and confiscated his belongings....

Naperville police ticketed Scott Huber last week, alleging he was violating a new city ordinance banning camping, sleeping and storing property in the public way downtown. He has since moved his belongings onto a rickshaw and claims he is parking his belongings, not storing them....
